H.R. 1531, Land Management Workforce Flexibility Act

The Association of National Park Rangers is proud to have supported the Land Management Workforce Flexibility Act (H.R. 1531).

In August 2015, President Obama signed the Land Management Workforce Flexibility Act (LMWFA), which allows qualified individuals serving under time-limited appointments in a land management agency to compete for permanent positions in the competitive service. This has major implications for the National Park Service and its employees and also has the potential to be a great tool for NPS managers. 

The NPS encourages current employees interested in applying for positions to begin gathering the necessary SF-50’s needed to show eligibility under the Act. Current employees should access their electronic Official Personnel Folders (eOPF) to obtain the documents needed to determine eligibility under the Act.

More information about the Land Management Workforce Flexibility Act: 

This bill was reintroduced by Rep. Connolly, with Reps. Don Yung and Rob Bishop as original cosponsors in March of 2015.

The bill's summary is as follows:

"To amend title 5, United States Code, to provide a pathway for temporary seasonal employees in Federal land management agencies to compete for vacant permanent positions under internal merit promotion procedures, and for other purposes."

This is an extremely positive development for the National Park Service and all federal agencies that annually hire seasonal employees.  It provides a logical hiring authority that allows seasonal temporary employees the chance to be acknowledged and rewarded for their work experience, job performance, and training.  Its passage is estimated to help over 10,000 federal employees.

The Land Management Workforce Flexibility Act was passed by Congress in August 2015. It had bipartisan support.
