ANPR Strategic Plan

This is an evolving vision of some of the tasks facing the ANPR. As priorities change or are accomplished, they are removed. Some of the areas involve sub-tasks that are not displayed at this level of detail. If you have questions or suggestions or want to volunteer to assist our efforts in an area, please feel free to contact the designated parties or any of the officers/directors or others listed on the Officers web page or the back cover of Ranger magazine.


Goal #1: Advocate for improved stewardship of the National Park System by increasing federal funding of national park operations by 25 percent over the next three years.

This goal includes the coordinated efforts of ANPR staff and members to promote enhanced federal funding for the operations and maintenance of national parks. Such efforts include individual ANPR activities as well as collaborative activities with other organizations. It is critical to the achievement of the ANPR's vision.

  • Objective 1.1. To research and disseminate information describing the conditions, trends and issues associated with NPS staffing and care of national parks. This includes other policy issues that may arise.

      Responsibility: Executive Director, President, Board Member for Special Concerns
      Deliverables: Briefing papers and stories from the parks brochure
      Deadline: Ongoing activities
      Cost: $5,000 per annum (100 hours of staff time)

  • Objective 1.2. To meet and otherwise communicate with NPS officials to promote higher administration requests for national park funding and to discuss other policy issues that may arise.

      Responsibility: Executive Director, President, Board Member for Special Concerns
      Deadline: Ongoing activities
      Cost: $4,000 per annum ($2,500 of staff time and $1,500 for travel expenses)

  • Objective 1.3. To meet and otherwise communicate with members of Congress and their staffs to promote higher funding for national parks or other policy issues that may arise.

      Responsibility: Executive Director, President, Board Member for Special Concerns
      Target: To present testimony live or for the record at not less than three congressional hearings
      Deadline: Ongoing
      Cost: $12,250 per annum ($10,000 of staff time and $2,250 for travel expenses)

  • Objective 1.4. Communicating and strategizing with other park-related organizations to reveal information about current park needs and to promote appropriate federal action.

      Responsibility: Executive Director, President, Board Member for Special Concerns
      Deadline: Ongoing
      Deliverables: Participation in not less than three press conferences and/or information releases
      Cost: $2,500 (50 hours of staff time)

  • Objective 1.5. Developing a 10-year education and advocacy project, entitled (tentatively)  Celebration, which will identify the staffing and other needs of the National Park Service as it approaches its 100th birthday in the year 2016.

      Responsibility: President, Board of Directors, Mission 16 Steering Committee
      Deadline: Celebration Report and Advocacy Strategy completed by 2006.

Goal #2: Increase ANPR membership from each professional sector of NPS employment and overall by 25 percent in each of the next three years.

  • Objective 2.1. Develop and print 2,000 brochures promoting membership and describing benefits.

      Responsibility: Membership Committee chair, Ranger Editor, Executive Director

  • Objective 2.2. Develop and disseminate posters and flyers and disseminate them to park superintendents.

      Responsibility: Membership Committee chair, Ranger Editor, Executive Director

  • Objective 2.3. Participation of ANPR representative in the biennial George Wright Society, annual National Association for Interpretation conferences and similar gatherings.

  • Objective 2.4. Finish development of, and implement, Focus Group Program.

      Responsibility: Membership Committee

  • Objective 2.5. Develop and implement an annual e-mail and web-based NPS employee opinion and needs survey.

      Responsibility: Membership and Internal Communications Committees

  • Objective 2.6. Identify resources and develop proposal for specialized services for seasonal employees.

      Responsibility: Seasonal Perspectives Board Member, Membership Committee

Goal #3: Improve and expand ANPR's role as a valued provider of education and training to NPS employees.

  • Objective 3.1. To complete an agreement with the National Park Service that recognizes ANPR as a valuable source of education and training for NPS employees.
      Responsibility: President, Executive Director
      Deadline: As soon as possible
      Cost: $300 (six hours of Executive Director's time)

  • Objective 3.2. To assess the effects of restricted/constrained travel on NPS training programs and the viability of continuing to offer training at Ranger Rendezvous; and non-Rendezvous options for the delivery of education and training that will complement NPS trends.

      Responsibility: Board Member for Training and Development

  • Objective 3.3. Following on 3.2 above, develop an annual offering of ANPR-sponsored training and developmental opportunities primarily at the Rendezvous conference but also potentially at other venues.

  • Objective 3.4. To continue and expand the ANPR mentoring program, which voluntarily matches colleagues new to the Service or their specific duties with experienced and skilled coaches.

Goal #4: To develop $75,000 of annual corporate and/or foundation funding and improved technology to support ANPR goals and operation.

To meet ANPR's short-term needs and to support longer-term development, it is important that ANPR develop new revenue (in addition to member dues) to support the basic operation and goals of the organization. The following objectives will enable ANPR to accomplish this goal.

  • Objective 4.1. Secure $150,000 of basic operations funding (over a period of three years) from one or more private foundations over a period of three years.
      Responsibility: Executive Director, Fundraising Committee, Board of Directors
      Deadline: June 30, 2005
      Cost: $6,000 (100 hours of staff time, foundation research, proposal development & materials/shipping)

  • Objective 4.2. Secure $75,000 of corporate funding (over three years) for basic operations, financial resource development, or membership development

      Responsibility: Executive Director, Fundraising Committee, Board of Directors
      Deadline: ongoing
      Cost: $8,000 (250 hours of staff time and materials/mailing costs)

  • Objective 4.3. Secure funding to purchase computer equipment to enhance communications and productivity of ANPR leadership (i.e., two computer notebooks with software, two mobile inkjet printers, and two LCD projectors.

  • Objective 4.4. Secure funding and purchase high quality table top display with carrying case.

Goal #5: Continue delivery and and further development of other major services important to members and professional colleagues.

  • Objective 5.1. Continue to research, produce and distribute four issues of the journal Ranger each year.

      Cost: $26,000 (or $6,500 per issue) (includes editing, production and distribution)

  • Objective 5.2. Develop and conduct an annual professional conference - the Rendezvous.

  • Objective 5.3. Continually update and support a website for association and professional information - www.anpr.org.

      Responsibility: Editor, Board of Directors

  • Objective 5.4. Actively support the International Ranger Federation of which ANPR was a founding member and its triennial World Congress, a global gathering of protected area professionals.
